Can you get unemployment if you are an expat (american) RIF'd and repatriated to the US? I know this has to have happened to someone.

Yes you can if your salary was paid from the states.
I Wouldn't worry about unemployment for the repatriated person, they made a ton of money overseas and paid almost no tax's.
