No one develops your career for you, you develop it yourself kid. It's like asking why your teachers dont give you good grades when you freaking didnt work for it . stop being so entitled

give the guy a break, management doesn't give a flip about your career, but why should they, who cares, and in this environment there really isn't that much to chase or incentive to chase it. now, get your butt back to work and bring me a patent.

Why would you want someone else to develop your career? Now i can see why the company is going to sh--. Go and do something positive and productive, take your managers job, show them how its done. I don't blame them one bit, I wouldn't do a thing for you either except kick your lazy a-- out on the street.
