NYS unemployment question

Question... I was one of the 'lucky' ones RIF'd on 12/31. I began the process of filing for NYS unemployment today. Does anyone know for sure whether we can collect unemployment immediately or do we have to wait until the severance period ( in my case 31 weeks) is over? It seems to be up to VZW possibly? Thanks for any assistance.

You can apply now, but if your lump sum is paid within 30 days of your last day worked you will not be able to collect under after your 31 week severance period. If your lump sum is paid after 30 days you will be eligible.

You are no longer an employee as of January 1, 2016; therefore, you can apply for unemployment now (as I already have)

I was told (by the transition services company) you have to wait until the severance period ends

We have had clients approved the first try and others had to appeal the rejection.
