H1B and layoff paradox

An observation about H1B & layoff paradox

So #H1B engineers were brought in with the assumption that there is a lack of local #engineers. Right? Now, when the company starts to layoff, it means they have extra resources that it is needed. So the original reason that they came, doesn't exist anymore. Thus, naturally and logically they should be the first to let go (without any insult or disrespect) However, I don't think it is the case. Am I missing something or it works differently?

I used to dread having the HIB visa engineers on my team. These engineers were always concerned about loosing their jobs and being sent home - so they would take no risks whatsoever. If you don't take risks you can't make progress. So these engineers were by and large simply tech writers not innovators. Given that, I could have hired local tech writers for far less salary.

You give too much credit where scorn would be more appropriate my friend. Let's be clear, when large numbers of corporate American CEOs, and particularly in the High Tech community, clamor for more HIB visas because they cannot fill their engineering ranks, it is not because there are no qualified American engineers available,... it is really because they cannot fill their engineering ranks cheaply enough for their greedy liking.

It is essentially outsourcing American jobs to cheap labor while, instead of actually outsourcing them geographically, they are doing it right here in America. Sort like outsourcing AND rubbing salt in the wounds of the afflicted all at the same time. The US government needs to get out from under the control of big corporate money special interests and start representing the people that elected them. Cut the H1B program, ship all these low balling, arrogant Indian so-and-sos back to India and send these greedy CEOs along with them. These CEOs have NO sense of social responsibility and are too short sighted and/or stupid to realize that they are killing our economy which in essence is planting the seeds for a longer term problem w/r/t our national security, and destroying the middle class in the process.
