VZ has deceived all the city governments with its small print language and keeping the definition of "homes passed" open to interpretation. However a grand jury can always find the truth and recognize the deceptive nature of VZ lawyers who drafted these FiOS franchising agreements.

Most of the city officials have been sufficiently bribed by VZ before and after they got elected. So these city officials never drag VZ to courts on its broken promises.
Why aren't these cities challenging VZ in courts?
