Looking for US Citizens laid off and replaced by H-1B contractors

Replacing citizens (or recent green card recipients) with H-1Bs raises serious discrimination issues, as you see here: http://www.ieeeusa.org/policy/policy/2015/OSC-TALrequest.pdf

What about Verizon or Verizon Wireless Employees replaced by VDSI (Verizon Data Services India) people.

As far as I can tell, VDSI functions as a contractor who hires workers to work in India over the Internet on Verizon and Verizon Wireless projects. Does that fact that Verizon can claim that we are all part of the same "v team" mean that if you had an IT job that was outsourced to VDSI workers mean that this legally constitutes "citizenship discrimination"? Is this corporate behaviour skating around the legal road blocks provided by "§274B of the Immigration and Nationality Act (INA)" and similar laws?
