I think in some ways not splitting is good. Why have 2 garbage companies run by nut-jobs -- the top level never changes after tasting the wasteful life of Q. So it will mess up for sure
They rejected banana splits for friday happy hours, and stock splits (anytime soon). Company split is guaranteed!!!

Q has a history of denying a BU divesture just prior to carrying it out.
If the company splits, management must also split.Their bonuses and pay would probably go down. They would rather not take the risk of choosing a side, which may or may not do well and loose, instead they continue riding the same horse until the end.
It's a delicious coincidence this is announced during Fed meetings for the (gasp!) biggest rate decision in history of money. The Qcom special committee confirms belief in their own omnipotence, that everything will fall in line per the Plan, and everything is awesome. That's so Yellen!
