Our board chairman obviously has no confidence in the long term prospects of Qualcomm, regularly bailing out in a big way. http://finance.yahoo.com/q/it?s=QCOM+Insider+Transactions
Irwin is likely doing the same but, correct me if I'm wrong, doesn't have to disclose this anymore since he isn't on the board. Smart move.
Can Paul J issue himself as many shares as he wants to himself and others as the top of the food chain, board chair, of Qualcomm? What a great job. They probably meet for a few hours every quarter in a posh location with overpriced food and play ruler of an inherited empire. No goal targets clearly need be met for continuous allocation.
It's good to be king.
