Dear Heald Faculty and Staff,

On Friday, February 13, Heald College received a letter from the California Student Aid Commission (CSAC) notifying the College that its California campuses have been placed on a “halt status” for the Cal Grant program. Heald’s Cal Grant eligibility will be on the agenda at the public Commission meeting on February 20th in Sacramento, during which a final decision will be made.

Heald College takes CSAC’s actions very seriously due to their impact on our students. In addition, the Commission’s actions do not appear to be authorized or appropriate. We have reached out to CSAC officials to discuss this important issue for our students. Cal Grants will be a top priority this week and we intend to respond vigorously unless CSAC can satisfy us that their actions are appropriate and authorized.

613 - there are many holes in this dike. Even if Eva is somehow successful with the commission (unlikley) there are still the issues of low enrollment, high attrition, cashflow, lack of a buyer and Kamala Harris to address. Eva is putting on a good show here for the employees - what else could she do?

to 68539: are we about to be shut down? Where did you hear this. Our campus said we would be fine and Eva says they are going after this commission. Let us know if you heard something.

Of course the commissions's actions are authorized. They're the commission! By definition, they're authorized. The appropriateness seems painfully obvious by now.....How about this: Instead of playing the victim over and over, maybe it's time CCI takes some responsibility and demonstrates that we recoginize wrong-doing and are willing to deal with it? Or, we could just keep lying and obfuscating, which has been working out wonderfully as we're on the verge of closing down. Great job, leadership.

68478 are you a lawyer? Are you going to tell the Cal Grants that you know the law now? You sound like Sal Goodman. I assume that Eva know what she is doing here so I bet we will sue them and get the money back!

Does Heald hit the 30% graduation rate? That seems like a high number given the number of students who disappear from classes. Maybe the numbers can be worked to look better?

Here is the text directly from CSAC:

In order to participate in the Cal Grant Award program, California institutions of higher education must enter into an Institutional Participation Agreement (IPA) with the Commission that outlines compliance terms and agreements. Under the terms of the IPA, institutions are required to maintain standards of administrative capacity and financial stability in accordance with federal and state law and regulations.

On January 22, 2015, the Commission requested that Heald College submit its audited financial statement for the fiscal year July 1, 2013 – June 30, 2014. The deadline for Heald College to submit their audited financial statement was December 30, 2014. On February 5, 2015, Heald College notified the Commission it would not be able to provide that audited financial statement

This is an old document, but according to section 2.2, schools are responsible for sending the financial documentation, which Heald hasn't sent. If I were Eeva, I'd focus on getting that out ASAP. http://www.csac.ca.gov/cgm/Chap02.pdf

Grounds for suspension of aid include having a 3 year cohort default rate higher than 15.5%, having a graduation rate below 30%, or failing a quadrennial financial audit.

Current CDR- 10.1%

Grad rate- 44%

Audit due- not this year.

So yeah, CSAC doesn't have any legal grounds to pull funding. There's a very good chance of getting an injunction against them.
