I was in office yesterday and it shows under Network Type as "INTERNAL LAN" and has the office info under the Location column. I think that is what keeps you off the naughty list. If you were def in the office and connected to LAN, and it is still showing external as you say, then yes, you're going to need to figure that out as it is feeding the Prescence Report that info. There is a link in that RTO troubleshooter to send an email to report an issue, I would use it and copy your boss on the email stating--- "hey I was in the office on x date, connected to LAN, all day, and it's showing me as external, WTAF over"? And send that email every time until it's fixed.
To those of you that arereading this and are not knowing what I am talking about, tell your Boss you want the link to: " Desktop Reporting System (DRS)- RTO LAN Troubleshooter Desktop Reporting System (att.com)" --- it is not a "secret", or something you are not supposed to have access to. Your Boss should have provided it to you already. If they haven't, or they refuse, or claim to not know what you're talking about, go to their Boss. You have a right to know if the info that is being reported re: your compliance is accurate.
