Is this what they’re using? This report is pure cr-p. I am looking at a day I was in the office for 8 hours and it shows me as external vpn.

It does. And it indicates whether you were at your assigned location or not. Though it isn't 100% accurate. I have seen several times where it indicated that I was at my assigned location and three hours later the same IP showed external.
RTO Troubleshooter - Located under the Desktop Reporting System - its a tool that shows your lan activity. It shows how your connected - either internal lan or wifi, or external wifi via VPN. They have the tool and I have seen it. Not sure of the poling intervals but it is definitely something they are watching. Do some digging and you can find the link.

I don't know what to tell you. There is absolutely no reason for you to be in the office if you work graveyard shift.
This is all ridiculous Big Brother type surveillance for RTO, and it does not help in fostering a collaborative culture. It seems to only drive people to be tattle tales or hall monitors in person. So petty, useless, and doing nothing for increasing revenue.

So when I work nights from 11 pm to 7 am my time isn’t recorded.
So why do I have to go into an office if those hours are not monitored?
Correct, while badge swipes and MS Teams reports are available, it appears being on LAN or corporate wifi is the flavor of this month. At this time the last snapshot seems to be 5PM PST, listing the building location LAN vs wifi, time and your machine info (host name, mac address etc.).
This has changed in last few months... The badge swipes seem irrelevant now. The new API feeding the presence reports only looks at LAN/Corp wifi status which is taken in several snapshots (I believe currently only 3 snapshots are taken during the day).

Each building has a router for lan access. They know the ip of that router. You really are taking a big risk if you’re not connected to your assigned location. It’s not worth it.
Network usage reports can also be correlated against building data entered by designated but unofficial hall monitors who check daily attendance.
Each building has a separate report for badge swipes, LAN, and Wifi connection. As well, the company can pull data on VPN connection. Most of this ability has been in place for about 8 years, if not longer. When our team moved to Lenox in 2017 they were measuring our LAN and VPN connection at that time. They used that info to determine if we get permanent or drop-in spaces.
Yeah I know, I'm working to fix that problem but the two other coders were laid-off.
Your LAN connection or WIFI tags your location multiple times per day.
No need to worry if you are where you are supposed to be at the indicated times. If not willing to RTO, stay home permanently.
