This doesn't excuse what happened and it definitely doesn't excuse laying off seasoned employees instead of those who joined last, but the fact remains that Cisco over-hired. We will continue to have this problem until somebody realizes that we need a prolonged hiring freeze until the number of employees normalizes through attrition once again.

Over-hired? My BU hasn’t hired anyone since 2018, but lost good people yet again this time.
Well acquisitions also count towards headcount. They have been incoming for a while.
FED will cut rate soon, so all of tech com include Cisco will restore crazy hire, cisco's headcount will climb to 100k by the end of 2025.
Cisco only overhired nepo hires and cronies.
