I read on another post that a lot of people were placed on PIPs a few months ago. Were they laid off, or are they "safe" until CVS kicks them out to stiff them of severance?

Not sure about the area you’re in, but our division laid off those rated a 2 at year end or currently on any type of warning.
Losers should be fired.

They are still here. Performance was not the biggest factor per someone who was in those meetings where the “list” was put together. Politics, Salary, Team fit were the ones.
