I quit over a month ago and was told I would be paid out my PTO but nothing was ever done. When I call into HR they say I need to reach out to my manager of course he doesn't respond to me. Does anyone know what I should do?

If you quit you don’t get paid for unused PTO. You should have used them up first.
Sure do...join a union! Your rights are contractually binding and you will know what those rights are by simply looking at the contract. What a novel concept...this dystopian way of thinking still has a valuable place in today's hyper world of AI and misinformation!
That's alright, you managers keep taking their word for it and aging 5yrs to our 1....stressing daily on whether you'll be walked out, as we contractually know when our time may be up!!

While this may not apply, you only get earned PTO. You don't get the whole book thing if you haven't earned it yet.
Let's say you get 24 days of vacation a year That means you earn two days a month. Leaving at the end of July, you would have earned 14 days. So if you haven't taken them, then you get paid out. But you're not going to get paid out for the other 10 days until the end of the year.
You don’t get pto if you quit. You quit. You got to quit.

Su-k it up or meet your manager in the parking lot when he is getting off work and take it out of his buttock like a real man would do instead of posting “what do I do” like a little si--y. If in California contact the California State Labor Board. Include all your documentation and yes, be sure to include the names and titles of everyone you talked to.
File a complaint with your state labor board and be sure to include the name of your manager and the lack of response.
