Someone from my team just moved internally. Does that mean my mgr is able to hire externally (+1) employee or would the higher ups encourage he also replace internally ?

My manager just had to displace a coworker and now she gets to backfill that role with a contractor (who is located in a strategic location). What total cr-p. Project where coworker is a key participant is now pretty much sc--wed.
On my team they don’t replace here they replace in India
You forgot #5 - Take the position away because you haven't had anyone it it for 6 months, because executives haven't yet approved your backfill, so you obviously don't need it.

- do we still need that task done
- why can’t the task be done in I&P
- (optional) can we downgrade the role (move it from a lead to a senior etc)
- go ahead and submit the requisition thru the channels if you got this far and then 25-50% chance they will get to you and allow you to post six within six months of start of process.
Higher ups hate internals, so no, they won't encourage that. If it happens, no pay increase even if it's a promotion.
