Another huge data breach. Add to the network outage, other data breach etc. how much would we get fined for this one? How is he still here?

Cook the books.
Better question is why is the Stink still around?
AT&T outsources all its systems administration. The contracted companies are only required to meet the SLA requirements. They do not care about your data. Not surprised this happened again.
