Why are they only targeting headcount reduction in US? If they need a higher take up then simply extend the offer out into International. There’s so much discontent outside the US with many just waiting for a RIF. Avoid strong works council countries such as Germany. Start with UK which is known for its high cost base.
I heard it was offered to ~40k people and ~8k "volunteered..."

As far as what their target was, no one knows. Not sure they really had one.
The 2018 VSP was a 22-23% take rate.
When you get your official notice you will receive a report required by OWBPA showing who was accepted, you can calculate the percentage from there. There will also be articles in the business news, so just hold your horses, wtf.
So 5K would mean 15% took it. That's not bad. I think that is similar to the first VSP take rate. To get to the rumored 10K target they would have had to have had a 30% take rate. They knew they were never going to get that based on numbers from the first one.
