How is this possible when AVPs and Directors are stack ranking people? I can’t believe that a 5th line would be making decisions on people they have no clue about.

You are wrong. Our L3 who is in Dallas is being moved to a new team. Our new L3 is in PA and is not having to move to Dallas or Atlanta. It no longer matters for several groups in mass Markets thanks to the merge.

Incorrect due to the merge with sales and distribution. Dallas/Atlanta no longer a factor for many teams now.
My director told me that the earliest I could get surplussed is July.
That's because the HR Business Partners (HRBPs) haven't had the time to sit down with the leaders to work out the who, what, and where of the separations.
As things calm down by the end of May, we'll start to see those planning sessions happen, and in some cases accelerate.
