I was not given the option to take severance. I was offered a different team and dynamic only. I want to reach out to HR and see if I can volunteer for layoff in exchange of severance. Has anyone done it before? If so; how shall I approach this? I cannot take it anymore here

This has been asked many times. Unfortunately that isn’t an option. At that point it’s called quitting. Especially since everyone that was going to get laid off was already laid off, so they would only lose more money paying you severance. Sorry.
Maybe if your 35+ employee they may offer it, but anything less than 15 they’ll push you to resign then. If you don’t they’ll just performance manage you out.
Zero chance. This is your only job. They’ll indicate you can resign.
It doesn’t work that way, since they offered you a position you won’t thrive in, they probably want to push you to leave voluntarily and save some severance $$$. The only way to do this is to discuss this with your current SD or VP (if you trust them), and see if they can put you in the list for layoff.
HR doesn’t really decide who to let go, it’s the executives make decisions and HR handles the process to get you out.
You can probably just look for a new job and leave this toxic place. It su-ks to not get your divorce money but better to cut off loss and leave.
