I got a new internal job in a different department. I went from Eng 4 to Lead Eng 5, but no increase in pay other than the promise during standard year end comp review. Is this normal or am I being short changed?

I just had an internal applicant (who looked pretty qualified) withdraw for an open position when she learned of this policy. She said there wasn't any real benefit to taking on more responsibility at this point in time if there was no pay increase.
it is effective right now. it's published policy for managers in ServiceNow - not future dated.
Trying to understand the reasons anyone would want to apply for an internal promotion with these new rules. Is this only for people who start after 7/1?
as some others have posted - new policy - i'm looking at it on my other screen.
- lateral moves - under no circumstances are there increases for lateral moves outside of year end cycle. salary review at year end comp an based on positioning reletaive to peers, market rates and experience
- promotions. if base salary <250K, then an internal promotion is considered by definition someone who is growing into their role in experience and skills relative to established peers. As long as the person is within the range for the higher position, no promotion increase. Increases may be considered at year-end comp cycle
Yes, you are being short-changed. This is another way to make you quit/angry so they don't have to pay severance. New levels/promotions come with a hefty pay increase in most companies.
I can confirm also. Managers received communication on this new policy a few weeks ago. No increase, even if the position change was a promotion, until year end cycle. Exception has to be approved at the management committee level.
So, if you got a promotion this month, Congratulations! Now, be patient until any raise kicks in 10 months from now!
They also get to negotiate their salary. Even if they give you a "promotional bump" the following year, they will try to give you as little as possible and there is nothing one can do about it. This is pretty cr-ppy if this is the new policy in place.
Intern mentality to not pay for 6 mos of promotion. External gets higher pay immediately.

In the past when I'm made lateral moves HR always said no raise. But the hiring manager's manager usually gave a 3-5% bump in pay. If I made a move that was an actual promotion, then I received the change in pay based on the difference between levels and usually the 3-5% bump on top. I think those days are gone. Shart head is trying to "save" money.

Nope not normal, I negotiated an increase when I went into a higher engineer role.
My company also doesn't increase pay for a higher level up for internal highers and they don't give you a salary increase if you joined less then 6 months or less.
It is a new rule going into effect on 7/1 thru the end of the year. Reach out to a recruiter or manager that’s in the process of hiring internally, they will provide details. SMH
They should have done more to explain. I had it happen once before and work in HR and one of the things considered a "promotion" is a change to the next level (for example, M3 to M4 or P4 to P5). You will always get an increase UNLESS you are already paid commensurate with those in that new role, and more specifically, commensurate with those in that new role within your new team, your new broader org, or even more broadly, the larger LOB that you are now working for.
So say, for example, that Eng 5's are paid $150k in your new dept or around $155-$160 within your broader organization, but you currently make $150k as an Eng 4.......you will not receive a promotional increase because they will view that as already commensurate with what you should make in your new role. Promotional increases are not guaranteed even when moving up a level, if your pay is already on par or relatively similar to your closest peers in the same department or broader organization.
Is this a new rule? Last I checked, you could get a pay hike if you changed from P3 to P4 (or from a P4 to P5 etc.)
I got a similar, albeit lame, explanation when i was in a similar situation. If your LOB is anything like ours, they are absolutely allergic to role changes and promotions at any time other than the annual review cycle. I guess because their mammoth, government-scale monolithic processes can only deal with their money and budgets once a year. Meh. Sadly, they will promise you the promotion, yet in the same breath remind you that it is not guaranteed since each manager/org only gets an allotted amount (very few!) promotion spots on the grading curve rating system. My wish for you is that WF will actually do right by you. Good luck!
