Those people need to come in with project plans and milestones. If they fail to meet those milestones then replace them.
They keep hiring people who have no plan. Just flying by the seat of their suit pants
And incompetent. They only fail upwards. X knows Y, Y knows Z and Z knows X, there you have your “leaders”.
