Id venture to guess that whoever your leader is does not understand people very well. This would be anxiety inducing for so many people.

I dreaded that cr-p when I worked at WHQ. "we know you are already working 7 days a week and get called at 3 am every night, but hey can you design a fun team video with everyone dancing so all the managers that stab you in the back can have a good laugh"
