You know those employee surveys they ask us to complete a couple times a year? They say on the email that your answers are confidential but they say nothing about your answers being anonymous. Have you ever wondered... who are my answers confidential from and why would I even care about that? I want to know that my answers are anonymous!
Your answers are not anonymous and the PP executives in charge of the survey struggled to explain who the survey is confidential from.
On the anonymity, the VP-levels in charge of this survey explained that they have to be able to identify an employee who responds and indicates they want to hurt themselves or others. They would not commit or confirm when asked if that was the one and only reason they would seek out the identity of a survey responder or if that was the only reason their survey vendor would release identifying information.
On confidentiality, they tried to explain how they would not share survey results or answers outside of PP. When asked if they really thought that was a concern of employees and if they were instead trying to mislead employees by referencing confidentiality instead of anonymity, they could not answer.
Be very care about answering these surveys and responding with any negative answers or even negative ratings. The best response may be no response if you do not have anything positive to say or rate.

You are looking to far into it. It isn't limited to being a PayPal problem, but a corporate world problem that you can everything wrong professionally and somehow dodge layoffs yet employees who are stars at their roles, joy to work with, and fill out surveys like a yes-man, they get axed. These surveys aren't going to get you to keep your job, heck you have a better chance of keeping it if you rip them one.
