Well let's be honest PLM Crews are not nearly as talented as the Crews 10 years ago. They have relied on Contract Company's to do there work lately. They have shot them selves in the foot.

Elaborate? Well it means ramping up crews to be trained and take on all
Aspects of Gas Dist maintenance. ( emergencies, repairs etc ). Everything the crews now.

NPL US divisions already do all pipeline work (construction and maintenance) for several US Gas Companies. Just look them up in US. Easy for them to do it here
