If you aren't on network, how can you figure out what your employee ID is? Is it the same as FEIN?

OP: Do you mean your employee number? You really should know that. It is on your badge.
If you means your up-to-6-character unique network account, then that is available in outlook, under Outlook properties for your account. This can be looked up on a laptop without network access because outlook caches the address book locally.
It's also in the Nike Phonebook (not outlook).
It should be on your paystub
Just look at your ID badge. It’s written there.
You can use the workday app and login via there. Go to your page and look at your job. Your employee id should be displayed
