Does anyone have any insight on the one testing organization initiative? There is ITV, EBCE, and FLIV currently that test. Is the one testing organization combining all of these into a central testing org or something else?

It can't be all three because ITV is second line; EBCE and FLIV are first line. I could imagine those two being combined potentially.
A federated testing model was in place before. It will be broken up again after it's put in place again, just like it was before. You're federated or you're not , the cycle continues.
