Is it feasible while not on PIP yet? Or will I be flagged during the offer stage and rescinded?

"performance rating is not visible to anyone in hiring process. hiring manager not allowed to ask for it from current manager." is not true from 4/8 on. See manager notes (if you are a manager) or believe me. This doesn't mean I believe this policy should be in existence, it just means it is a fact in a week.
"performance rating is not visible to anyone in hiring process. hiring manager not allowed to ask for it from current manager." Incorrect for any apps from 4/8 on. Read the manager notes on this. So.... my recommendation is apply for your 3 or 5 or whatever they say max is now, jobs, prior to 4/8. Note just because I state a fact doesn't mean I like it. But it is a fact.

for my LOB there are no more internal transfers you have to post for your same position if you want to transfer out and go with the whole interview process.
@iwa+1rJeFi9t JPM is way more cutthroat than this place.
Your best move by far is to be proactive and look outside of Wells.
Jp Morgan is expanding their advisory business at the bank level. I wouldn't waste my time with wells
"Your performance rating is visible when hiring managers are evaluating/pulling your resume. They will already know your rating if you are chosen to interview."
That is not true. The only person that can see your rating are your direct managers, not a random hiring manager pulling your application.
I would just play d-mb. Manager won't see rating until you are mapped to then in the system and it will be too late by then. If they ask you can say "ex manager wasnt able to see my value" or some other bullsh-t

Is the money here that important? The company is lackuster, go elsewhere. You'll make more and be happier. Most firms make their goals achievable.
I don't understand why you still want to stay with this cesspool Wells Fargo. You will get a much better position if you apply to a different company.
Your new manager will see it if you are offered the position and accept, better to be up front with the situation then let them discover it when you come on board.
