Only EMEA is unaffected, but I doubt the ITC impact will be big given the low cost.

Not entirely true. I've seen folks in Korea impacted so far -- I expect we're looking only at EU countries being "safe" (eg. delayed) because of labor laws.
No impact to ITC. I fact there will be more hiring.
