Were the “redeployments” and rolling layoffs in Q1 and Q2 part of this upcoming reorg or is this the start of something new?

It has been under way for months. It started in November with 40 people from NDP being let go and then some other organizations in early Dec.
The changes in Q2 were the start of the broader restructuring. Bigger changes planned for Feb - Mar across Inc.
This is new and no it hasn't started yet. I'd give it a few weeks.
