When you are in a non-hub site that you have been told is closing and it has already had multiple layoffs, who will lay me off when it is time? Also note-only a few people in my dept are located in this site. Will it be HR, my manager, my 2up?

As long as the severence package is received within a reasonable time, I do not care who delivers the verbal notice.
I will personally call you and change your name to Akbar and ship you to India to ensure your job security.
They'll just call you. Doesn't need to be anyone in the building. Same way they S can remote workers. Not like the manager drives to your house.
HR is always on the call, so they can monitor and ensure mgt adheres to script.
Those laid off aren't aware of HR's presence, similar to most of their time while at WF.
Should be your manager and that's it.
