How many other companies actually do “dry promotions” this consistently? I’m seeing a lot of reports on this on Glassdoor with this company.
This is the most ridiculous thing ever, no wonder the salaries are so messed up with existing employees.
One “dry promotion” in your work history here and you are derailed forever, if you have ever gotten a dry promotion you need to just quit as this will absolutely never get fixed

Oracle has the worst, most dishonest mgmt.
you obviously never worked for Amazon
Regarding "dry promotions". Point of note, they're called that because they're provided without any K-Y.
Thank you sir may I have another!

Dry promotions are standard fare when all your Oracle co-workers get whacked and you are expected to pull your weight and theirs. And btw, you aren't given any choice.

An ex-colleague got a dry promotion from IC2 to IC3. He tried to convince his boss to keep his promotion and let him stay as a 2. He didn't see the point in being given more responsibility for the same pay. Didn't work....
I gave Ripper a +1 for general hilarity.
I needed that today!
Oracle and promotions dont go in the same sentence. people go there when they want to coast. my entire GBU coasted for like a decade. people were just happy to collect a check for the meaningless work they did. managers were completely brain dead. zero growth. no one cared. I even stopped returning customers' calls. what were they gonna do? call a cop. call support you blob! hahaahhahahahahha f Oracle.
Title changes are the lifeblood of Oracle. Here is a higher title. BTW, you have more responsibilities at the same pay. Thank you very much!
Promotions?
The people who were releasedtoday would rather have received a dry promotion.
