You must have had just 1 Offshore resource who was not delivering anything. 100% don't mean anything.

You just need to tell them exactly how to be accountable very literally. There may be some intial hiccups but eventually you will gain some.
Do Timesheets count?
They offer cr-ppy support with no accountability or ownership.
Cost advantage . Follow the sun model . You don’t want to have workers work during the night . And cost which is the biggest advantage .
