The developers have not stepped up and need to be fired

You are comparing apples to oranges. Product is a separate org now, they cleaned house with their own layoffs. After the ADL layoffs the ADL role was expected to be consumed by both product & developer partnership as per leadership communications. Leadership wanted both product & software engineer roles to increase scope without any pay increase. Just trying to do more work with less people.

The Product Managers contribute less than the ADLs. Majority of PMs are incompetent. PM have not stepped up to fill the void of the ADLs and they need to be fired

No, just expected them to pick up the slack. PM layoffs have been happening through other avenues throughout the year.
