In hubs, not remote, not lengthy tenure. Odd layoff selections.

I heard there were some in MEPE. It was actually surprising.

Leader revels in offshoring. Not only is it mandate from above, but I think there are extra bonuses for mgrs who can aggressively and successfully offshore above and beyond minimum reqd.

It actually makes sense to layoff individual contributors with less tenure. The have less institutional knowledge and their severance is lower.
