I heard there were some in MEPE. It was actually surprising.
Leader revels in offshoring. Not only is it mandate from above, but I think there are extra bonuses for mgrs who can aggressively and successfully offshore above and beyond minimum reqd.
Generally a good idea, the issue here is that Charlie wants to fire anyone that worked here before him. They are all tainted in his eyes.

It actually makes sense to layoff individual contributors with less tenure. The have less institutional knowledge and their severance is lower.
