Managers were recently told NOT to endorse colleagues on Linked in. They can privately give a verbal recommendation. Some folks already did so some of us have great recommendations. But as of today they are not supposed to endorse.

Is what it is… says everything about the effort you’d put into it.
I was contacted to give a former colleague who reported to me a job recommendation, my VP advised I cannot do that only provide dates they worked. Is what it is.
Those laid off in Q1&Q2 suspected this edict issue as former colleagues/teammates have been silent, a couple of brave people liking LinkedIn posts and providing recommendations but otherwise radio silence
Legal
I'd be very curious to find out who created that order.
The why is optics for CVS and its insufferable self-interest. They likely fear someone leveraging a recommendation in a lawsuit against their layoff. If they paid half as much attention to treating workers well in the first place it would not be an issue. Likely bleeding talent at this point from its self-inflicted wounds.
CVS = CYA.
I do not understand the why? WHY? What purpose does it serve?
Why would anyone want to stay at this pathetic company
Now ask yourself why this edict was issued and if it’s a condition of employment or a strong arm intimidation tactic.
But Why?
