Many deadwood executives and deadwood managers need to be removed. That's a big chunk of much needed clean up.

Our group of ~100 has laid off 1 person in last two years. They seem to be very hit or miss.
My team hasn’t been touched by layoffs yet and we’ve backfilled.
NP for me, but I know lots of higher ups with less than 10. Thankfully no rules apply to them. 😐
If you can't do the job, 3 people in India will.
Yes, half your team is gone, but they believe that if you can work remotely, you need to be off shored.
There are still teams that haven't really been touched.
If you are manager with less than 10 reports, prepare yourself for a demotion or layoff.

That's basically what's happening right now at the top. They do not care about ANYTHING but reducing headcount. Literally nothing else matters to them, including regulatory issues.
They don't care. They really don't. They actually think that those people in India with same job titles as you are at same level of knowledge as you. I'm looking forward to them figuring out that is so not the case.
Why hire / keep the people we have when we can force one person to do the job of 3 people instead?!
No one cares. Your manager will push people overboard to save himself.
