it does count but the manager reports go down to the day level, not just aggregate so while you may show a 3 day per week avg, your manager could reprimand you should thru want. now if you have to work weekend or are working something that requires you to be in on weekends that's a different story.

@OP if you're truly asking, you should ask your manager. Your LOB will have it defined, then your specific management chain will have its own requirements and exceptions. Your manager would be the best channel for information on this, not a bunch of socks on an anonymous internet forum.
If she or he asks their manager, they will be admitting they just want to check the attendance box rather than comply with "better together" by being in the office on days when others are in the office.
Of course, plenty are like me and had zero direct co-workers in our location. I only have people who are the reports of my manager's manger's reports, and I simply do not work with them hardly ever. RTO is a scam to lower your quality of life and make you quit on your own.
