How are some people getting promotions/changes on their titles considering what’s going on around the company?

People being let go all over the place, yet organizations are getting off cycle pay increases. And I am not talking raises of $1,000.00.
To the person that said there is a full on hiring freeze, you clearly don’t know what you are talking about. Fiber and Mobility have openings. Retail has some openings as well. You will see more openings as people quit or refuse to move.
I had to pick up some duties of some people at a higher level that are now gone but they didn't give me a promotion. They later pushed something else at me and I said "not until you promote me". Needless to say, they didn't do the promote, but at least I didn't get the assignments either.

There is no hiring freeze. I sit in an office with hr. Heard one phone call of a person being offed a 120k start salary and 50k signing bonus. Next call was 210k starting salary. Kirkwood Mo if f you want to know.

No one has moved up, moved into my AVP group laterally voluntarily (we’ve had some new people due to reorg), or moved out of the department laterally in over a year.
My mgr agrees that it is time for me to be in a new role but there is nothing to move to esp. outside of Dallas and Atlanta (and relocating there is not an option for me). Even in Dallas there isn’t much. It’s very stagnant and nothing like it was in 2021 and early 2022.
Looking to leave the company but opportunities are not great right now either.
At some point things need to open up a bit because teams and people will get stagnant in their roles but with the way this place is run who knows what will happen.

Good ole’ nepotism and favoritism, happens in all Corp’s. Some, including AT&T are worse than most!
CEO approval required to higher 3rd level or above.
Bizarre but it’s happening. The claim is “they need to run the business”. The truth is “leaders are taking care of their favorites”.
This is something very hard to prove.
The good news: in all this chaos people have come across hard evidence of decisions/ratings/promotions that don’t align with what is being said.
