I'm telling you for truth that Apple determines the inventory allocation by carrier for New Product Introduction (NPI).

I've project managed the NPI for several years and speak with direct experience for how the process works.

Apple decides but that doesn’t mean everyone will buy as much as they will sell to them.

Apple determines the inventory allocation by carrier.

AT&T gets a certain number of iPhone units for launch day and Apple will provide more phones once manufacturing catches up with any additional demand.
