If I’m being constantly harassed by a co worker; who can I report it to? The management on my team knows about it and refuses to do anything about it

For documentation purposes…file a complaint with HR (in writing) and once the first act of retaliation occurs, call HR and the business integrity hotline. All need to be documented. Don’t back down, 100% they will retaliate. Fortunately they are all a bunch of whimps and travel in packs cause they are afraid, it’s comical! Put the business integrity number on speed dial! Take pics and ask questions in writing and cc yourself when “things change”, they are stupid and sloppy! Once you have a pattern, take your claim outside the company.
HR won’t do anything all they do is absolutely nothing and the bosses yes do retaliate against you. Gonna call a lawyer and see what can be done sounds good. That’s a plan
Talking to a lawyer is best bet at this point. They will just find a way to get rid of you if filing claims with HR.
Document the harassment and when you complain about it to your boss, specifically say you are being harassed.
HR doesn't do anything. My DM was trying to get me to work off the clock. I submitted a complaint and got laid off and retaliated against until then. Had to send my DM the labor laws they were violating for them to get off my back.

They actually don’t care! Not a bit! Your complaint will fall on deaf ears, don’t bother!
Call the Human Resources Department. They take harassment very seriously as anyone should.

Probably need actual proof. What you might consider harassment may not be.
Documentation, times, places. Was it during work or off work?
Are you doing anything to instigate this?
What type of so called harassment?
This would be serious for both sides.
Accusations need to be backed up with facts.
