Given that the issues are just piling up here, what can we conclude except that the surveys do not have any special purpose when it comes to improving the environment here? So why do we still waste time on them?

If you are honest, you will be hunted down and laid off. No more than that obviously.
They try to strong arm you into leaving a better score by telling you the feedback is only about your direct supervisor loloool
Surveys can lend to the perception that leadership cares. Many know this is categorically false, but it's still a perception and a way to point at some that "looks" meaningful. What is a good leader? One who is willing to listen, one who protects their reports, and one who receives feedback and is willing to make changes where possible.
What if the survey is just a token perception item and leadership has no intention of doing anything other than harvest the treasure while the ship sinks?
They can cherry pick results and make themselves feel better about their high compensation. You wouldn't want them to feel bad about high pay and terrible results would you?
Do the surveys anyway and be brutally honest, it will get attention.
