The lead sheathed cables aren't harmful just sitting there drooping on the pole lines, the risk is from human skin contact or breathing Pb dust. I would think the technicians working on them (or removing them!) need special protection. C&P was removing lead cables and replacing with fiber-DLC when I started here 30 yrs ago! Pure expense work, as someone has mentioned, maybe some improvement in troubles on the copper pairs, mostly POTS/residential services on those pairs...

Ah, this is a discussion regarding, Lead, a chemical element with the symbol Pb (from the Latin plumbum) and atomic number 82.

Ah, and not a job/occupational/position title as to a Lead Cable employee.

Since this is an issue common to all carriers and all telecom customers throughout history, this is a clean-up that should be out of Uncle Sam's pocket because it truly represents a 'spill-over cost' of consumption. As you may recall from Economics 101 addressing Spill Over Costs is one of the government's prime obligations

But this definitely needs to be cleaned up. Lead was one of the detriments to Roman society.
