What happens to unused PTO ?

Just remember that personal holiday pay is not the same as PTO. Your PTO is paid out, but your personal holiday pay is not (unless your state requires it).
So always use your personal holiday hours up first.
Last layoff they paid out all the PTO, even the unaccrued time
Legally they are required to pay out Unused accrued PTO
Any PTO not used is paid out, if you used more than what you currently accrued, they take it out of your last check.
