Commercial Banking went through a round of layoffs starting last week. They laidoff RMs (sales deal makers), PMs (underwriters), and other staff. San Francisco, Oakland, and Concord lost some people. Additionally, there are some quite firings that started this week.

Next week is going to be big one.

HR would not call an external manager and ask for references why would they do that internally? That's why we have performance reviews and are used by every other company when hiring internally. File a loudspeaker and ethics complaint. This practice is not within standards of what other companies do during the internal hiring process.
