I'm not sure if I've been getting assigned useless tasks because my manager wants to get rid of me or if he's simply an id--t and thinks that what I'm doing is in some way useful. It's been going on for a while, and either way, I have no idea what to do. Should I talk to him about it? Go over his head? Has anybody been in a similar situation?

Suggest sarcasm: find a ream of 500 count printer paper, take the wrapper off and, keeping it stacked, tell your manager and show him that you have been certified for Symetrical Paper Stacking. (Not seen since the Philadelphia Mass Disturbance of 1947) .... if you know your Ghostbusters trivia.
They aren't useless. They are very important tasks. You just have the wrong perspective.
You are right in that the tasks are useless to you, the clients, and the company. But the tasks are very important to your manager's bonus. If you do the useless tasks very well, then your manager will get a bigger bonus.
Try to think of the big picture and what is actually important. (Some manager's bonus)
Talk with your manager and discuss your workload. Find ways where you can stretch or innovate.
Sounds like your group has nothing to do or your manager is waiting for you to give up and resign. Then there are groups that have too much work and more folks are leaving.
