Just got a new crop of Program Analysts hired in to be trained and replace the outgoing folks. Zero skills seems to be ok if you fit the bill.

These are diversity hires in tech to make the numbers better. A senior person leaving will have to be replaced by a Program Analyst if the department numbers warrant improvement. Good luck with your career.
