If the direct managers are not involved, how would they reduce head count in a team ?

The measure is "criticality". It is a factor in how much your boss would be worried/impacted if you go. This typically correlates with performance/talent, but also the assigned area/function plays a role. For any given criteria (level, project etc) a manager is able to sort a list and there is always someone at #1, #2 etc. I'd not believe in random shots. Of course, if demand is to reduce say some # of Sr Principals, then it will be those even if relatively strong, but also "sorted" in the category.
How can team function without principal and lead ?
Assuming no one has poor reviews, they probably take the highest paid person at a given level (principal/lead/senior). Have seen this behavior in previous RIFs when some really good folks were shown the door.

Managers were not asked for input. There was no 1 to N list this time.
Or one with higher package is taken out ?

Randomly removing people from a team is what they've done in the past. The criteria are often a bit sus, but managers do have to rank 1 to n their employees for how critical they are and who is their successor if critical. (IANAM)

Probably eliminating the team with Mgr. Been done before..
