For exemption, is it 8 to 4 or 8 to 5 with 1 hours lunch?
I see a lot of people working 8 to 4, 1 hour lunch, exempt.

Exempt for many years here. When I’m in the office my hours are when I get there until when I leave - usually around 8 hours.
The young kids call this pocket watching and it will only drive you crazy. Worry about yourself, if you don't like your situation, address it on your own.
It just depends on your leader.
There are people in my building where one group is required to be in 9-5 4 days a week. The other, same role, different leader, is on their own to do whatever they want. Usually they roll in around 9, take lunch at 1130, return from lunch at 2 and leave the office before 4pm.
I see this everyday and laugh at how people feel good about themselves micro manging.
If you have enough time to monitor the working hours of people around you to this detail you need some actual work to do.
Mind your own business and manage your own hours and time, OP. Nobody likes a nosey nelly or a rat.
If you have time to consistently monitor the comings and goings of "a lot of people", then complain about it here, perhaps you aren't as diligent a worker as you should be.

I work as little as possible but get all my work done. Could I do more yes but I hate this company so no thanks. I do 830 to 4 with hour lunch. If your working more than 40 your doing it wrong
It's.... whatever works. Slow days are definitely short of 8 hours. Often as little as four to five working through lunch.
But I have a lot of firm deadlines and a few years ago I worked through Christmas and New Year's Eve. I've also pulled plenty of 7 day work weeks. Sure these are outliers but that is the trade off. Personally I think it's in my advantage long-term but your mileage may vary.
Exempt for me is minimum 50 hours a week with no formal lunch and a few hours on Saturday just to keep up. If you really need input on your day to day schedule/availability I’d consult your manager. I don’t think you’re going to find an official bank rule to follow.
