IPF is a yearly thing. High means that you contributed a lot in the past year - it does not guarantee what is going to happen next year. Yes, some BU are using IFP as a baseline when constructing the list but the deciding factor is still company strategy (product line, site, etc.) and cost.

A high IPF person can suddenly find out his/her position is "no longer needed" due to business change.

Not true. 100-115, at least in SBG, is the new recommended range for solid performers meeting expectations. 120 is quite good.
