Have organizations received PSG reduction targets and is PSG 25 becoming the technical ceiling?

I hear what you are saying, you and me both. I have learned a lot at Chevron and i enjoy working here but the future is stale and the path the staffing is on is dismal. But I will endure until my retirement, it is closer that my history with the company.
@OP At least for the last 18 years, 25 has been the practical ceiling for tech ladder.

@a5 many of us climbed the ranks when PSG 26 was still the top in a career technical role only to have the rug finally pulled out from under us as we approached that point. Some of us were also boosted by the blanket PSG bump (however many reorgs ago that was, I lose count). We didn’t create this mess, but I can tell you as a PSG 25 now after 20+ years, this is the end of the road for me. I look ahead for the first time in my career and see nothing, no opportunities for advancement and/or development in my function. So now I’m biding my time building the pension and points, because after all I’ve been through, I’ve earned that much. Our current state is appalling to me compared to where I started over 20 years ago. Writing is on the wall as they say.
Yes - 25 is being communicated as upper limit for technical folks in shale and tight
nothing formal, but it's clear that 24 is the upper limit for most people from now on. A few 25s will leak up but not nearly as many as before. The 26+ leaders made sure to take care of themselves and their colleagues but gutted everyone lower.

Where are all these employees coming from out of the weeds and woodwork that are magically entitled to these higher pay grades that they would never have qualified for in the past? Are you guys all top of the class scholars and rich with experience and capabilities?
